Recent Development of Local Immigration Policies in Two Municipalities of the Province of Buenos Aires. Dimensions of Intervention and State Capacities Involved

This article analyzes the local migration policies recently developed (2019-2023) by two municipal governments of the Province of Buenos Aires (Quilmes and Pilar) focusing on the dimensions of action they encompass, as well as the state capacities, strategies, resources and actors involved in their design and implementation. Through an exploratory qualitative study, and under the comparative method of the cas estudy, these two experiences are analytically approached based on the particularities of the local context of action, the technical-administrative capacities of these governments, the degree of synergy with other non-state actors and the scope of their agency. The text seeks to address an area of vacancy in the field of migration and political science studies, generally centered on the national level(and, therefore, focused on the field of migration control), by investigating the specific development of some subnational migration policies aimed at guaranteeing comprehensive access to rights for the foreign population.
