Filling the "Empty Box" in Gender Equity: Rights and Redistribution in the Implementation of the Unemployed Heads of Household Plan in the Municipality of Morón

Analytically, it is worth asking what happens when a national social policy, designed without considerations about gender inequalities and asymmetries, is implemented by a local government that makes equality between men and women one of its normative principles for policy design and execution. With this tension in mind, we examine the implementation of the Plan Jefes y Jefas de Hogar Desocupados (Plan for Unemployed Heads of Household) inArgentina, in theMunicipalityofMorón, whose policies are embedded in notions of gender equity, human rights and social inclusion. As I show, insofar as in this Municipality the implementation of the Plan became informed by principles of recognition and distribution —a rare combination in the gender equality policies in the region.
