Proportionality and Personalization of the Vote: Towards an Electoral Regime for the City of Buenos Aires

Abstract

Taking into account the various projects and proposals that have been analyzed both during the Constitutional Convention of Buenos Aires City and inside its Legislature, the paper attempts to propose guidelines for the future electoral system of Buenos Aires City. In this sense, this proposal is characterized by a particular association between the personalization of the vote and sought to maintain the proportionality of the electoral system. To this end, we review the main proposals (single-member district and/or “mixed” systems, etc..) in the light of the criticisms that rise from the current system of representation (the close list). Finally, we develop our proposal and present a series of simulations in order to observe the possible performance of the various alternatives.
