Abstract

Taking as starting point the definition of political matrix that defines it as a system of variables and constraints, the authors argue that it is possible to discern a certain affinity in the political scenarios built in the 90’s in Peru and Argentina, under the imprint of Fujimori and Menem. The main conclusion is that both in Argentina and Peru emerged a political matrix that seems to lead to consolidation of democracy but in practice means the implementation of policies that strengthen the market sphere while weakening the field of politics and citizenship. It is observed the emergence of an institutional order within democratic canons but that the same time outlines an exclusionary and elitist model.
