The Future of Mobility as a Social Right. Reflections on the Configuration of a Space under Construction

Abstract

In this article we analyze the constituent process of the right to mobility in recent Argentine history, considering the prerequisites for its development. We move away from a formal legal view by focusing on existing actors, capabilities and resources to move towards their consummation. For this purpose, we return to the case of mass public transport in the Metropolitan Region of Buenos Aires (MRBA). The methodological strategy combines techniques adjusted to the qualitative and quantitative paradigms. Based on results of our own research and documentary and bibliographic analysis we build the theoretical-methodological scaffolding that underpins our arguments. We also use secondary data sources from official surveys such as the Home Mobility Survey (ENMODO 2009-2010) and statistics regarding individual user complaints. We also use surveys and interviews conducted by our research team, applied to those who use the different modes of mass public transport in the Region.
