Reorientations in Assistance Policies towards Young People and the Crime Issue. Social Policy, Work and Insecurity in Argentina (2008-2018)

Abstract

The article analyzes the ways of problematization, the links and the tensions among the notions of security, work and assistance in social policies that aimat the social inclusion of young people from popular sectors in Argentina between 2008 and 2018. Adopting an qualitative methodological approach, our analysis reconstructs three intervention modalities: on the one hand the “Envión” Program, with a device that we called“closeness” interms of the link between young people and the technical team; the “Jóvenes con Más y Mejor Trabajo” Program, with a territorial-local monitoring device limited to the Employment Offices; and the “PROGRESAR” Program with a logic of intervention linked to social security that disarticulates the issue of closeness. These different modalitiess how different ways of articulation among assistance, work and the question of the supposed danger of young people from popular sectors.
