The Profiles of Governance and Public Management at the Beginning of the 21st Century

Abstract

The purpose of this article is to contribute to the description and analysis of the profiles that government (G) and public administration (PA) have gained in recent years and will gain in Mexico the next decades. Both G and AP are expected to be exercised in firmer conditions of federal and democratic republicanism, and in terms of global and new economy. The perspective developed in this article will be more administrative than political, but will be developed from a concept of AP as an intrinsic part of G, far from a dichotomy or separation between administration and politics. Specifically, we provide a theoretical consideration on the conditions of governance in a plural society and democratic republican politics, and from this it will produce a theoretical proposal on the organization and operation of the AP.
