Abstract

The article begins by describing the context of poverty affecting many villages and settlements of Buenos Aires and then delves into the social reality of one of the leading municipalities: La Matanza. Assuming that the restructuring of the State has created an inefficient service delivery and high bureaucratic barriers to social policies, the author exposes the urgent need for planning in government programs to solve the problems created by the liberal paradigm, searching within a framework of efficiency in municipal management. To address the social policies, the author suggests to classify them between: traditional welfare, welfare-focused, redistributive localized and interactive promotional. Finally, she proposed steps to improve the efficiency of resource distribution and the effectiveness of social policies, putting the reduction of welfarism as a fundamental premise to achieve it.
