Public safety. Crime and State Crisis

Abstract

The article refers to the conversion made by public safety into one of the priority public issues, in social terms, of the last 15 years. It is demonstrated that its rise on the institutional-political agenda is generated by its capability to undermine the electoral possibilities of several political leaders. The author, furthermore, explains that security problems are related with two key aspects: both social and State crisis. He proposes, as a solution, the total remaking of the security and police system, as well as the realization of political agreements between government and opposition political parties in order to create better development opportunities for the society, and to counter the scourge of insecurity.
