Abstract

The author studies the relationship between the executive and legislative powers during Raúl Alfonsín’s and Carlos Menem’s administrations. He aims to describe the nature —discrepant or not— of such link and the balance of power between the two branches of government. Finally, he speculates on the future of this relationship in light of new rules introduced by the 1994 constitutional reform.
