State (dis)organization and public policy in Argentina. Conceptual development and analysis of railway transport

Abstract

The degree of State Organization, as an attribute of public agencies’ joint action in a public policy domain, is a factor that has an impact on the quality of that policy. This attribute, nevertheless, is not associated to any particular way of organizing Government, because it refers to its functionning. The article applies this concept to the argentine railway policy domain. The argument goes as follows: beyond the railway comparative technological declination, its gradually deficient performance in Argentina is due to State Disorganization in this area, a trait that had its beggining in the 60s, but turned more acute since the 90s.
