Argentina’s National Direction of Migration (2008-2015): Disputes about Institutional Identity

Abstract

As a consequence of changes in the República Argentina’s migration public policy since the approval of the Migration Law 25.871 (2004), the Argentina’s National Direction of Migration —as a public administration agency— followed the aim of change its “organizational culture” and setting up a new institutional identity. One of the actions was the creation and distribution of Migraciones newspaper. The objective of this contribution is the description and analysis of the DNM’s institutional identity and to inquire about its new orientation through the systematic analysis of 87 issues of the newspaper (between 2008 and 2015), eight institutional memories (2008-2015), the Institutional Identity Manual, six posters of the 2011 graphic campaign and the results of interviews with key informants, authorities and employees of the DNM during that period.
