The Fight Over the Subways. Or why Argentine Politics (many times) is Territorial

Abstract

The harsh political dispute began in early 2012 between the federal government (FPV) and the government of the City of Buenos Aires (PRO) related to transfer of the subway administration advanced the 2013 (legislative) and 2015 (presidential and legislative) electoral confrontation. This dispute was translated to the National Congress, essential to understand the position taken by legislators, both related to the conflict and also the ones who were not. This is where we can analyze the legislator’s behavior, who found themselves as “political hostages” of a foreign conflict and choosing between two criteria (or both of them): electoral survival and the district they represent.
