Abstract

This report begins by describing the development of the controversy surrounding the dangers posed to the region by presidentialism, as well as the supposed benefits of parliamentarism. The author goes on to describe the ideas among both sides of the controversy, discussing their proponents’ assumptions and findings. Furthermore, the author points out faults in these explanations of the region’s recent presidential instability. These reflections aim to warn against the risks of a new determinism.
