Methodological Criteria for the Evaluation of Popular Habitat Social Programs

The author understands that the evaluation of the results obtained by the implementation of social programs is a highly relevant issue, both from a management view —it generates new information that enables systematic decision-making— and from a social perspective —it is directly related to the right of citizens to know how their taxes are spended—. That is why, in the absence of a systematic and widely-accepted evaluating method, this article proposes a methodology for scientifically evaluating social programs, particularly those of habitat. The cornerstone of this proposal is the assumption that success can be measured by the weight of three variables: effectiveness, efficacy and efficiency.
